In a letter [photocopy] to former La. State Senator J. L. Mathews, T. B. Gilbert, Sr., discusses the successful strategy he used in engineering a victory for Democrat, Charles J. Boatner, against Alexis Benoist in the 5th Congressional District election of 1891. He claims his success was due to the registration of previously unregistered African Americans. He also claims that despite his success, he is not a political boss.
